The special project of “Study on Water Quality and Environmental Quality Monitoring and Evaluation of River Basins”

[China Instrument Network Instrument R&D] The "Twelfth Five-Year" Water Special Project titled "Study on Watershed Ecological Environment Quality Monitoring and Evaluation (2013ZX07502-001)" led by the China Environmental Monitoring Station has successfully passed both technical and financial acceptance organized by the National Water Special Management Office. An expert panel reviewed the project's outcomes, examined relevant documents, and watched a demonstration video. After in-depth discussions and Q&A sessions, the experts concluded that the project met all the objectives outlined in its implementation plan, achieved the expected results, and fulfilled the assessment criteria. They unanimously approved the project for completion.


The project received a total central government investment of 11.07 million yuan. It was jointly developed by the China Environmental Monitoring Center, the China Environmental Science Research Institute, and environmental monitoring centers from Liaoning, Jiangsu, and Heilongjiang provinces. The goal was to establish a comprehensive and effective technical system for watershed ecological environment monitoring and evaluation. Based on the unique characteristics of rivers and lakes, and building upon existing domestic and international research foundations—especially water-related special research—the project focused on common and practical key technologies. It developed an integrated monitoring and evaluation system covering physical habitats, aquatic organisms, and physicochemical water properties. Four technical guidelines were created for river and lake ecological environment quality monitoring and evaluation, which have been issued to local environmental monitoring departments for trial use. A national-level water eco-environment monitoring platform was established, including provincial, district, and city-level systems. Demonstrations were conducted in major river basins such as Taihu Lake, Liaohe River, and Songhua River. The results showed that the benthic community in the Songhua River Basin remains stable, with rich species diversity and clean sections appearing in most areas. Aquatic biological indicators proved more sensitive and significant in detecting improvements in water quality. Currently, the monitoring and evaluation system is operational in several key river basins, including Taihu Lake, Liaohe River, and Songhua River. It is planned to be expanded to the Yangtze River and Huaihe River basins in the near future. This project provides standardized monitoring techniques and method specifications for water ecological environment quality assessments. It supports the construction of an ecological function zoning-based monitoring system and enables scientific evaluation of current conditions and future trends in China’s water ecosystems. It marks a critical shift from traditional water quality monitoring to comprehensive water ecological environment monitoring, offering strong technical support for implementing the "Water Ten" policies and accelerating the development of ecological civilization and health safety systems in river basins and lakes.
