The "Twelfth Five-Year" Water Special Project, titled "Study on Watershed Ecological Environment Quality Monitoring and Evaluation (2013ZX07502-001)" led by the China Environmental Monitoring Station, has successfully passed the final acceptance organized by the National Water Special Management Office. The project was reviewed for both technical and financial compliance. An expert panel evaluated the project's outcomes, reviewed supporting documents, and watched a demonstration video. After in-depth discussions and questioning, the panel concluded that the project met all the objectives outlined in its implementation plan. The results were found to be in line with the set evaluation criteria, and the experts unanimously approved the project’s completion.

The total central government investment amounted to 11.07 million yuan. This initiative involved collaboration among several key institutions, including the China Environmental Monitoring Center, the China Environmental Science Research Institute, and provincial environmental monitoring centers from Liaoning, Jiangsu, and Heilongjiang. Together, they developed a comprehensive and effective technical system for watershed ecological environment monitoring and evaluation.
Based on the unique characteristics of rivers and lakes, and building upon existing domestic and international research, especially water-related special studies, the project focused on developing common and practical technologies. A monitoring and evaluation system was established, covering physical habitats, aquatic organisms, and physicochemical properties of water. Four technical guidelines were developed for river and lake ecological environment quality monitoring and evaluation, which have been issued for trial use by local environmental monitoring departments across the country.
A national-level water eco-environment monitoring platform was also built, operating at multiple administrative levels. Demonstration projects were carried out in major river basins such as Taihu Lake, Liaohe River, and Songhua River. The results showed that the benthic communities in the Songhua River Basin remained stable, with high species diversity and clean sections appearing in most areas. The biological indicators proved more sensitive and meaningful during the improvement of water quality.
Currently, the monitoring and evaluation of water ecological environments are being implemented in regions like Taihu Lake, Liaohe River, and Songhua River. These practices are expected to expand to the Yangtze River and Huaihe River basins in the near future.
This project provides standardized techniques and methodologies for monitoring and evaluating the ecological quality of water environments. It supports the construction of an ecological function zoning-based monitoring system and enables a scientific assessment of the current state and future trends of China's water ecosystems. By shifting from traditional water quality monitoring to a more holistic ecological environment monitoring approach, the project offers critical technical support for implementing the "Water Ten" policies and accelerating the development of ecological civilization and the health and safety systems of river basins and lakes.
