Glyphosate industry expansion over-integration inevitable

Since 2007, the price of glyphosate has experienced a dramatic surge. The average market price per ton rose from 28,000 yuan in early 2007 to a peak of 110,000 yuan in March of this year, and it has since fallen back to around 94,000 yuan. Alongside this sharp price increase, issues such as overexpansion within the industry and environmental pollution have become increasingly evident. During the 2008 China Glyphosate and Upstream Industry Development Summit Forum held in Beijing from April 24 to 25, experts and scholars reached a consensus that the Chinese glyphosate industry urgently needs restructuring. It is widely understood that the rapid expansion of genetically modified crop cultivation globally and the growth of the biofuel sector have significantly boosted demand for herbicides, particularly for glyphosate. In 2007, global consumption of glyphosate reached 443,000 tons, nearly doubling compared to 2002. According to Yang Guangliang, deputy chief engineer at the Institute of Petroleum and Chemical Industry Planning, China’s production capacity for glyphosate was approximately 300,000 tons in 2007, with an output of about 190,000 tons. It is estimated that by 2008, China’s production capacity would reach 400,000 tons, with output exceeding 250,000 tons. As a result, China has become the world's largest producer, seller, and exporter of glyphosate. However, many domestic manufacturers have expanded their capacities, and new investors continue to enter the glyphosate and its upstream raw material markets, leading to repeated construction and overcapacity. This has resulted in shortages of raw materials and limited short-term domestic demand. The newly added capacity is mainly absorbed through exports, but it is vulnerable to green barriers and international trade disputes. Additionally, China has been intensifying efforts to address polluting enterprises, and several glyphosate companies have been shut down this year, increasing environmental pressures on the industry. To ensure sustainable and rapid development of the glyphosate industry, the experts at the forum agreed that the industry must undergo restructuring. Wang Luxian, chairman of the China Pesticide Industry Association, outlined key directions for industrial integration: first, strictly implementing national industrial policies and adjusting the product structure; second, strengthening environmental protection and striving for comprehensive waste utilization; third, improving technology and product quality, especially the quality of glyphosate formulations, to further expand market share in the international market. The forum was sponsored by China Chemical News and co-organized by Hebei Donghua Chemical Group. Over 200 participants attended, including officials from relevant ministries, leaders from pesticide administrations nationwide, and CEOs from glyphosate and raw material production companies. Cui Xuejun, vice president of China Chemical Industry News, presided over the event.
