**HANOI, September 28, 2017** – In a significant step towards modernizing Vietnam’s construction sector, the BIM Steering Committee under the Ministry of Construction (MOC) and Autodesk have signed a Memorandum of Understanding (MoU). This partnership aims to support Vietnam in achieving its goal of implementing nationwide Building Information Modeling (BIM) guidelines by 2021.
The Institute of Construction Economics (ICE), which serves as the secretariat for the BIM Steering Committee, has partnered with Autodesk to promote BIM awareness and application across construction and facility management sectors. This initiative aligns with Decision No. 2500/QÄ-TTg issued by the Prime Minister on December 22, 2016, and the corresponding action plan from the Ministry of Construction.
Autodesk will provide valuable insights into global BIM best practices, drawing from its extensive experience working with governments worldwide to successfully implement BIM standards. Daniel Green, Autodesk's APAC Director of Government Affairs, will join the expert panel to advise the BIM Steering Committee on strategic development and implementation.
Led by Deputy Minister Le Quang Hung, the BIM Steering Committee includes representatives from key ministries such as the Ministry of Construction, Ministry of Transport, Ministry of Trade and Industry, Ministry of Agriculture and Rural Development, and the Ministry of Planning and Investment.

We are committed to supporting Vietnam’s BIM steering committee in reaching its goals.â€
Building Information Modeling (BIM) equips Vietnamese architects, engineers, and construction professionals with the tools and knowledge to design, construct, and manage buildings using intelligent 3D models. With Autodesk’s support, the steering committee will oversee three major phases outlined by the government.
**2017–2019: Awareness and Preparation**
This phase focuses on raising awareness about BIM and encouraging companies to explore its implementation. It includes conducting surveys on current construction investments and building management practices, formulating temporary BIM guidelines for pilot projects, and developing training materials to enhance BIM capabilities among construction organizations, project managers, and consultants.
**2018–2020: Pilot Implementation**
During this stage, the temporary BIM guidelines will be applied in at least 20 Class I or higher construction projects, covering design, construction, and project management. Additionally, BIM will be implemented in at least 10 facility management projects. The committee will also offer guidance to investors and contractors to overcome challenges during the BIM adoption process and monitor these implementations to shape an official BIM guideline.
**2021 Onwards: Nationwide Rollout**
Based on the evaluation of BIM implementation, the Ministry of Construction will issue detailed guidelines to ensure widespread use of BIM in construction and facility management across the country.
