SAWS Catches Safety Before Order

In the first half of this year, five major safety incidents occurred in the chemical and hazardous materials industry across the country, resulting in 23 fatalities and 37 injuries. Faced with the alarming situation in the safety of chemical production, the State Administration of Work Safety held a video conference on the afternoon of January 22nd to address measures for preventing chemical-related accidents. Deputy Director Sun Huashan emphasized that relevant departments and chemical companies must take immediate action to effectively curb the rising trend of such incidents. As the Spring Festival approaches, special attention must be given to the safe operations of key chemical and hazardous material enterprises. Sun Huashan pointed out that the series of five major accidents occurring within just over a month after the New Year not only reflected the adverse impact of winter weather on chemical safety but also highlighted existing challenges in China’s chemical safety management. These incidents exposed critical issues, such as insufficient safety management and supervision during the winter season and year-end period. The "three violations" —违章指挥 (improper command), 违章操作 (violations of operating procedures), and 违反劳动纪律 (violation of labor discipline) — remain severe among chemical companies, with many lacking effective safety protocols. Additionally, small and medium-sized enterprises often fail to provide targeted safety education, and training quality is generally low. There are still gaps in safety oversight, and accident investigations are sometimes inadequate, with unclear accountability. Sun Huashan called on all localities to prioritize the prevention of chemical accidents and to implement urgent and effective measures to ensure stable and safe production. In the days leading up to the Spring Festival, inspections should be conducted at key chemical and hazardous material enterprises. Companies must strengthen their safety management, pay attention to fire prevention, static electricity control, and dust explosion prevention. In northern regions, particular emphasis should be placed on frost protection and anti-freezing measures. It is essential to promptly identify unsafe employee behaviors and equipment abnormalities, and to respond swiftly to prevent any potential accidents. Furthermore, careful planning must be done to address potential hazards in chemical and hazardous material production. According to reports, last year, the national chemical industry recorded 340 casualties and 389 deaths, representing a decrease of 18.9% and 31.7% respectively compared to the previous year. There were 97 hazardous chemical-related incidents, resulting in 161 deaths, down by 61 and 116 people respectively, with a decline of 38.6% and 41.9%. Importantly, there were no major or particularly serious chemical accidents reported last year, showing some progress in safety improvements. However, the recent incidents serve as a reminder that continuous vigilance and proactive measures are essential to maintain this positive trend.
